Sweden, as the host country, is the only team that receives direct qualification. All other teams will participate in regional qualifications being played in January – February 2024. From these events, 15 teams will qualify – 11 from Europe, 3 from Asia Oceania, and 1 from the Americas.
Qualified teams will be decided as follows:
- EUR1 & EUR2: the winner of each group, plus the winners of the play-offs
- EUR3: the top 3 placed teams after group matches
- AOFC: the top 3 placed teams according to the final positions in the event
- AMER: the top team after group matches
